Is it a 3mm or 5mm spacer for the stock wrx 16x6.5 wheels to work?

I don't understand why if the rs and WRX wheel is 16x6.5 + 55 why won't the WRX clear?

98-01 RS wheels are 16x7. Spoke design is just as crucial as wheel width and offset when it comes to clearing the 4 pots.

offset has very little, if anything, to do with brake clearance.

I can confirm that the Spec B 18x7.5 55p do NOT clear JDM Subaru 4 pots... My wheels arrived this morning having bought them based on reading/seeing other 55p rims clearing OK but they need about 5-6mm extra between the calliper and back of the wheel spoke.

I have a number of potential solutions to this problem;

1. swap out the wheels however I do like the style of the Spec B 10 spokes.

2. Grind the calliper down - I'm going to pop out a piston and measure to see how much meat there is to play with, but i don't want to grind the SUBARU lettering completely off.

3. Reposition the calliper. This is my preferred option since I want to mount it lower and further out so I can run a 316mm rotor. There might just be enough clearance doing this but if I can find a 5x100 316mmx25mm rotor with a 55mm hat depth then this should work. I'm designing a custom bracket specifically to achieve this.

Wrong. Offset has a lot to do with brake clearance, amongst other things. a 55p wheel for example will give less clearance than a 48p, all else being equal.
