Default 2011 WRX Rear O2 5v Input explained?

In the harness for the 5v input. I have a silver wire running inside of the case but not the 5v is in its own case. So housed in same outer case but not touching inside. Is the silver wire some kind of ground? Trying to fix a melted wire problem and not sure where this wire belongs.

Should be a shielded wire...it goes back to the ECU
