Flaps will likely be cheaper (if you install yourself) than tint, and as others have said will protect your paint (road grime/debris is universal no matter where you live). If you have tint done, ask your shop if they do clear-bra as my buddy did this at a reasonable cost to his new STi and is glad he did.

Winter tires if you haven't done so already. Snow + stock summer tires = asking for trouble.
Otherwise, mudflaps then tint. Then suspension mods. Then Kartboy shifter + bushings. |

Get the basic RA flaps for $15 and source your own hardware and paint your wheels and youll probably have enough for a tint instead of just buying the PU flaps for the same price

Agreed. When I get a car, it gets tinted within the first week. I cannot stand having untinted windows.

I honestly hate tint... I cannot stand it...
I vote for Rally Armor and a clear bra. Although the chips aren't very noticeable on my DGM, if you look closely there are a lot after just 1 year. I may never do tint... |

Mud flaps help with more than just snow so they're awesome. However, I went with tint first as my old car had tint and it was unbearable for me to not have tinted windows. I also plasti dipped my wheels.
It's preference, mud flaps are the fastest time wise though. |

plasti dipping your wheels is really cheap. gold plastic dip would cost a bit more (about 35dollars shipped my guess).
Tint is alwasy first on my list. If you have the stock summer tires then I dont see you getting to crazy in the snow so mud flaps can wait.... This is obviously just my opinion. |

Mud flaps are good for all times of the year. It protects your doors from gravel rock chips, wet paint, dirty puddles, tar, etc, etc.

I would personally go for the flaps. I put mine on about 2 days after i got my car and got it tinted a few weeks later. If you are going to put the flaps on eventually anyways, you may as well do it from the start before you get rocks chips and stuff.
