Default Left AVCS stops working at full temp.

I have run into a problem that I can't figure out.

It's a 07 STI that is basically stock. I drove it for a few thousand miles this summer without any issues, until it spun a rod.

Put in a new short block. Cleaned everything, hot tanked, ultra sonic hot tanked, etc.

Car starts and runs great. Coolant hits 160* and both cam phasers start working fine. After about 5 minutes and the engine is at full temp the passenger side stops working. It's reaction starts slowing and then it just stays at 0*

Swapped L/R solenoids and sensors.

Reset timing belt, installed a new cam phaser

Removed all lines and banjo bolts, all good.

Tried 3 different solenoids and sensors.

Jumped the left solenoid wiring to the right side and vise versa. The drivers side (controlled by the passenger side wiring) still worked. Passenger side still did not.

Hooked up a solenoid to the left side connector and watched it actuate with the engine running. It looks to be working just fine.

Changed the ecu just in case.

Checked oil pressure. At factory idle and full temp it's about 8psi. Jumps right up with rpm. When the avcs comes on it jumps up quite a bit.

Put on a new turbo.

Replaced the oil pump with a new JDM 12mm pump

Replaced the oil cooler with a new one.

Ran the vehicle with the oil cooler removed.

Changed the oil and filter 3 times. Regular 5w30 and now T6

I'm sure that I'm forgetting somethings I tried but you get the idea. I pretty much only work on Subaru's and have run into lots of avcs problems but never like this.

The only idea I have left is a problem with the shortblock causing oil pressure problems. I really hope that I don't have to take it all back apart.

Any ideas would be greatly appreciated but please don't tell me to check the timing belt, I really don't think I got it wrong 12 times in a row.
