Default Location of fuel pump relay? Car starting problems...

My car don't sometimes want to start at all (whole day). Sometimes it will take a few rotations to fire up, and sometimes the car fires up right away. I think it may be the fuel pump relay, I looked in the tech manual and said it was located under dash near steering wheel, I couldn't find it, where is it?Any helpful info, maybe it isn't the relay what else could it be? This is a MY93 Impreza L

Make sure you are not pressing the gas while you turn the engine over. Also wait 2-3 seconds after turning on the ignition so the fuel pump can work.

Just some thoughts.

I tried it and it seemed like it worked for two days of leaving the key "on" for a few seconds but it hasn't worked for the past 4 days anymore~
