Default Fuel filler neck question

A stupid question:
Does the little drain hole in the fuel filler neck go straight to the gas tank?

I'm adding a couple ounces of GTA Fuel Enhancer to my gas, and the spout doesn't quite fit in the fuel door. Is it OK if I pour into the fuel filler neck and it drains down that little bitty hole?

I'm talking about the small hole that's behind the gas cap - i.e. it's at the bottom of the filler tube, and you can only see it when the gas cap is off. That drains out spillage? Where? I don't see anything dripping under the car. I thought it goes back into the tank. Pardon my ignorance.

The one INSIDE the neck goes into the tank. The one that drains on the ground is still visible when you close the cap.
