fried ecu or main fuse?
bought a 03 wrx from an auction, when the tow truck driver arrived he tried to jump it and of course he reversed the polarity. he tried hooking it to a small jump box for a few minutes to charge and nothing happened. no lights etc disconnected the jump pack and tried to reconnect. when we connected the horn started blaring. I'm wondering if it's the main fuse (80 i think) of I hope not but dried ecu

I would check all the large fuses under the hood. More often than not, they blow before the ECU.
Oh, and meter the fuses, don't just look at them. |

As Charlie-III wrote, use an ohm meter.

I have some recent relevant experience with this.
The batter polarity on my car got reversed (It's a long story, that's not especially interesting), and this blew the main power fuse. This was all that went wrong, and after replacing the main power fuse it was just fine. You can get a compatible fuse at your local auto parts store, but I would recommend the one you get from the Subaru dealer (they are ~$5). |

usually a fuse goes before damage, "usually"
horn on could be stuck relay or contacts on steering wheel, |

Horn coming on during reconnect is more likely the factory alarm tripped as designed. When I hook up a battery, I have the FOB ready to turn the alarm off.
