First start by ensuring the car is in good working condition by establishing a baseline and logging idle, normal driving, and WOT. It's a recipe for disaster to start modifying a car w/out establishing a baseline first. EVEN IF THE CAR IS NEW.

If I could start all over again, the first mod I would do to my car is an AEM Wideband 03-0300.

No no no I didnt mean help plan my car hahaha I just wanted here everyones opinions just for conversations sake

So your not using this information to help you start a build on your car? But in all honesty, those questions about intended use are what dictate the route you choose. Overall goals dictate the first steps. Basic maintenance isn't modding or building the car. It's something that should be done regardless. Replacing worn parts with higher quality to me is just the smart thing to do. Also, are talking high mileage used car? Or basically new? All of it influences where to start.

Exactly. For instance, I rallycross, so my mods have all been protection (skid plate, rear diff protector, 1" lift, ect). For autocross I'd put my money all into tires and HPDE. In neither case are stage 1+ a huge advantage.
