Default Fuel pump won’t prime

I bought my car two weeks ago, it had no issues because everything was rebuilt to stock on it. It starts up with one too two clicks. But it does have a intake down pipe and exhaust it has a check engine light because of the o2 sensor from the down pipe. No tune as of now. But three days ago I go to start my car. But it doesn’t start. I noticed my fuel pump isn’t priming. I was looking all threw the forms and did everything other people has said, I checked all my fuses none of them are blown. I checked to see if I was getting power too the fuel pump relay. And then I checked if I was getting power underneath the passenger side in the back that goes straight to the fuel pump with a 12v circuit tester. And I’m getting power. I have checked all my grounds and there all secure. The owner recently replaced it with an oem one. It randomly started working yesterday out of nowhere so I took it for a drive the parked it then it stopped working again. I’m am very confused on what is going on. The car has a brand new wiring harness and brand new ecu. This car was put back to stock before he sold it to me. I don’t know what could be the issue.

I did not have an issue until I reset the ecu with the Cobb access port. I didn’t have a time on it to begin with. I was just trying to clean the o2 code. After that the fuel pump Wouldn’t prime.
