Default BIG 16G install, cant boost past 5psi

Allright so my BIG 16g came in and I installed it. on my 2003 WRX.
At first start I had a P0031 code. Its the front 02 heating element and I should replace that.

Also, I seemed to have a boost leak issue, I have since fixed this.

The car wont boost over 5psi. thats as high as she goes. seems to take longer to get to 5psi as well.

The turbo was purchased brand new.

So.

Can a P0031 cause a limp mode that would cause me to only boost 5 psi? The car seems to run fine, no real issues other than the boost and fact that the car seems to want to run rich when i floor it. I blame that on the sensor.

also,

I have read that it could also be the boost solenoid affecting boost. When I installed the 16G the vac lines coming off the T were too small to fit over the nipples on the turbo so I had to change the T to accept bigger hoses. no pill is being run. could this cause an issue with the solenoid? would it be a good idea to look at another solenoid setup that would involve lines straight to it and not use the stock T setup?

lastly,

If it was a boost leak pre turbo, I would expect to still hit more than 5 psi, and I wouldnt expect it to be smooth or constantly get right to 5psi and not go over.

Adding to the post...

I have opensource engine managment, I am running a map for thwe 16G. I have all the supporting mods for this setup ( fuelpump, 740 inj, TBE, Big TMIC, etc.)

I want to go for the final tune, but I dont want to get there and have to spend money getting the car all proper before the tune, so, I am attempting to make sure the car is running as it should now.

Hey man, I do believe the restrictor pill does matter, you need to put it back in.
As for the code, yeah it will make the car run lean, and with that turbo installed, that will run the car even more lean without a tune as stated above without a engine management device. Call up a performance shop and get a quote for a good map on open source and drive safely up there, keeping the boost low. You don't want to be dumping on your new turbo if its not tuned correctly. Because blowing it up would make you feel pretty bad with all the hard work and money it has cost you to install it yourself. Only fully boost your car when you know its right and tuned by a professional that knows what he or she is doing. Then your golden and its time to burn tires and by new sets of wheels instead of buying new turnos and tunes. Good luck may.

Your car is smarter than you are about modifications and doesn't want to die. Thankfully it's being cool about it and letting you drive it somewhere to be tuned. lol

Fix the front O2 sensor and put the line with the pill in it back in.

I would recommend going to the auto parts store and getting some plastic interconnects; I can't remember what they're called. It's basically a plastic tube that will let you put that small hose with the pill in it on the compressor, then you put in the plastic piece for the appropriate size and connect your bigger hose to it.

You can see what I'm talking about here (ignore that text, this is for an aftermarket BCS. USE A PILL FOR STOCK BCS):

I think this is it, reducers:
47308 assorted vacuum connectors/fittings - NoLink - Purple "VACU-TITE!" box

I think it could have something to do witht he EBC and how my vac line was run. I had to use bigger dia. tube to fit over the nipple on the turbo and so I had to get a T fitting with 2 sides biger for the nes hose and one that is the regural size for the vac line that runs to the EBC.

It will creap up above 5psi, to about 7psi by redline, but no where near what it should be hitting at redline.
