Have you checked your fuses?
If you have not modified the electrical system in any way or installed anything that may have caused this, then let a dealer fix it under warranty. This should not be happening.
There is something in common with the horn and cruise, the clock spring or roll connector in the steering column. However this is usually a failure item only on high-mileage cars, and when it goes it is also accompanied by an airbag light since the airbag uses it as well.
If by "emergency lights" you are referring to the hazard flashers they are separate and do not use the roll connector.

all due respect, but since I no longer have a warranty and attempted the under-the-hood fuse fix, I will post here & continue my search, thank you

there's a second fuse panel on the bottom left of the dash behind the coin tray (at least with 03's)... might be worth checkin the fuses in there. Other than that it might be a worn switch or bare wire shorting out or something...

I'm having the same problem. I just purchased a 2000 Legacy Gt which has 110K on it. The hazard, horn and the cruise has worked once. The wiper pump didn't work yesterday, but did about 2 weeks ago. I replaced the fuse under the hood a few times. Switched the horn/hazard relay with a headlamp relay until it blew the fuse again. I think there is something happening in the steering column. I'm looking into the clock spring idea. The seal through the firewall on the steering column was off when I bought the car (very odd I thought). The guy told me his daughter ran up the side of the car accidently. His buddy fixed the front end. I'll look for broken wires under the hood and fuse box.

Any more ideas?
