Unidentified throttle body

My engine is almost back together and I came across a broken part and a missing part. I have asked all of my experienced contacts what this thing is with no luck. I tried looking up every search word I can think of on here and on google but because I don't know what it is called I am having a hard time. I am hoping you can help.
1) The broken part is bolted right to the bottom of the throttle body and it isn't the idle air control valve because on this model it is bolted to the intake manifold. It is circled in green in the photo below. What is it? Do I need it?
2) What connects to the empty bolt hole circled in red in the photo below? Do I need it?

I know you said it's not IAC but the green does look like that. The red looks like it's for a map sensor. I found an eBay link that has pictures. What year is the throttle body you have now? Is there a visible part number?

Did someone drop that motor? Why is the throttle body casting itself broken?

And I'm going to agree with what he said. Certainly looks like map/iac, and it doesn't look like the appropriate TB for a 98, based off a quick search.

I agree on all counts.
- Looks like an IACV missing the coil portion that would move the valve.
- What the hell did someone do to that TB that took big chunks out of the lip??

What does the intake manifold side of the TB look like? And what engine are you working on?
