Default Head gasket Internal leak and Short Block oil consumption/Warranty issue/advise


Newbie here, sorry in advance for errors but I am looking for some advice. I have a 2012 Subaru Impreza sport that has been consuming oil like many others and finally had it fail the oil consumption test at 99,000 miles. Subaru was going to cover the short block repair but dealership just informed me the following:
Unfortunately there is
oil in the radiator. This means oil mixing with coolant which is most
likely caused by an internal leak in the cylinder head gasket(s). We
could only see this because we have to drain all fluids to start the
short block replacement. The cost for the additional parts would be
sending heads to the machine shop to get resurfaced, new radiator and
hoses, POSSIBLY new cam sprockets and oil control valves (everything is
contaminated) cost is about $1500.00 (NOT INCLUDING SPROCKETS OR OIL
CONTROL VALVES). Since we are already doing the short block because of
the oil consumption there is no additional labor for those items I
quoted. You had asked on the phone if this could be caused by the
reseal we did back in 2016 at 68k., it would not because if anything
were wrong with the head gaskets you would have issues in the first
week. Now its been 2 years and 30,000 miles later.

Let me know how you would like to proceed.

I am blown away and do not know what to do. It all seems related to me and I think Subaru of America should be covering everything. The local dealership is the only place that has worked on this car.

Are these combined issues normal and am I wrong in thinking this should be handled by them. If they don't I think I will have to take it somewhere else for head gasket issue and just deal with adding oil and short block issue
