Default Turbo EJ18 fueling question

Would a Turbocharged EJ18 making 170hp at the crank be able to run safely using EJ25D injectors?

I'm piecing together a somewhat budget turbo EJ18 build and I am curious if I can use the existing EJ25D injectors and ECU. This will be going into a 98 Legacy Outback as a daily driver. I'm not after WRX power, just roughly EJ25D power. My goal is better fuel mileage when I'm not needing the extra power.

What turbo at what boost? The turbo kills na efficiency.
