Default Gtx3071r Turbo Advice - 2013 STI

Locally I believe there's a really deal on a GTX3071r turbo with around 3k miles, for $1000 bucks.
Would it be worth it to me to buy and install this turbo or should I go a different route? Will I be between 400-450 AWHP with this turbo. (I have all supporting mods) I have a flex fuel kit so I can be running E85 and also a Methanol Kit.
Thoughts? Get this turbo or go a different route which hopefully is around the same price if not less.
(Note: This is the Gen 1 model)

Is your block built? I read supporting mods as bolt ons.

Yes, the motor is built - but just with pistons and bearings. It still has stock rods but hopefully that'll be okay with my application. I also have the supporting mods such as bolt ons.
