Since this fool decided to resurrect this from the dead...I'll chime in and note that I have this same exact problem on my 02 WRX. No squeaks, no visible leaks, fluid has been flushed. Still have no power steering at idle. Anyone know where exactly is this 14mm hard line is?

so the hard lines are located at front cross member.
the hard lines accessible through passenger front wheel opening.
remember to jack stand the car so you can take the wheel off.
