Default Fuel tank cover identification

This is a 2005 STI and the picture looks back at the rear of the car. I think the red circle is the cover to the fuel filter, but what is the cover circled in green do?

Red circle: fuel pump with filter, primary fuel level sensor.
Green circle: secondary fuel pick-up, secondary fuel level sensor.
The fuel tank is a saddle design meaning there are two wells on either side of the drive shaft/rear diff.

Due to this there are two fuel level sensors, and on the main pump (red side) there is a passive siphon pump that draws fuel from the green side over to the red side to supply the main fuel pump as the fuel level drops below the hump in the saddle between the two sides.

Thanks for answering the question and providing additional information. It's great to learn a little more each time I visit
