Swapped GC new to CA—Need a dealer inspection before referee appointment
I have a swapped 1998 GC with a complete 2004 WRX drivetrain. All the emissions equipment is present and the ECU VIN matches the donor car. As far as I am aware, all 2004 Subaru WRXs were 50-state compliant.
I have an upcoming referee appointment to certify the engine change, and I spoke with the referee this morning. He told me that in order to prove the 2004 engine is smog-compliant, I need to get a letter from a Subaru dealer stating that they inspected the car and found the emissions and software equipment to be intact. Does anyone have a dealer recommendation? Who would be familiar with this kind of work and willing to review it? Thanks! James

The actual Subaru dealer just has to confirm that you have not messed with the ECU.

Awesome, thanks so much for the info. What counts as a messed with ECU? I do have an openecu flash, but the MILs are all still functional. I’ll PM 181stleader too

is your GC green and have a JDM rear wiper glass? just a random guess because I rolled up on one a few weeks back with what looked to be a lot of moving items packed into the car. as mentioned, PM David for the most current BAR approval procedures. He has my stock upper up-pipe if you need one to borrow.
