Question Rear Bumper Mount Repair

I have an '03 WRX with the usual rear quarter panel rust. In fixing it a while back I removed the bumper and attempted the bondo/paint work. However, ever since removing the bumper I cannot get it attached again. There is a little peg that is supposed to fit in a hole in the metal below the quarter panel arch. This metal on one side is completely rusted away and destroyed. I attempted to repair it with some fiberglass resin but that ultimately didn't work. Any ideas on how to make a solid mounting point for the bumper? I thought about welding a plate of metal onto the body, however the weld would have to be pretty far back from the mounting place due to the rust. I also thought about getting some rubber band style bumper quick releases, but I think those would just hold the bumper "up" and not "in". I'll attach pictures of both the rusted side and the other side that is still working ok for the time being. Thanks for any input.
