questions on emissions, out of state cars in ca, and law schools
hey everyone in socal,
my name's mike. come next summer/fall, i'm looking to move to socal to go to law school at either pepperdine in malibu or california western in san diego. my main concerns however involve bringing my car with me. i am from connecticut, and we do have emissions here, but nothing compared to the smog laws you guys go through. i have an 00 rs with a jdm sti v7 motor swap. i'm also running fmic, bigger injectors, bigger turbo, catless and with a perrin exhaust (LOUD!). first off, if i move to california, i plan on running cats. as much as i would not like to switch exhausts, i may go with a borla hush or something quiet to reduce the attention i get. i use a reflashed usdm wrx ecu (openecu) to pass emissions over here. i would imagine this would work in any state with emissions testing. it is "detuned" enough to allow me to pass emissions while still allowing the car to run flawlessly. now, here are my concerns: 1) i planned to keep my car under ct registration for the time being. would police in california be able to pull me over for aftermarket equipment violations like they would be able to with a car registered in your state? i've heard mixed stories, and i wanted to set the record straight. in other words, could ca pull over a car registered in ct and would i still have to go through visual inspection and pay fines and all that junk? again, i've heard mixed stories. over here if i'm in ny or ma or nj or any other state they can't do anything because i'm out of state. the only state i can be harassed in is my own state. 2) if i decided to eventually attempt to register my car in ca, would it pass a visual inspection if, say, i used my wrx ecu rather than the v7 to pass smog, and for the visual inspection throw on a stock exhaust and stock tmic? i'm pretty sure they would not be able to tell the difference between an american motor and a jdm motor this way, especially considering the sticker on my timing belt cover is from a us spec motor. 3) what does cali think about suspension (ie coilovers)? are they illegal? can they pull you over for something like that? any other things you guys can think of would be great. seriously, any input is helpful. even if you guys know what the schools i'm applying to are like or what rent is like, or anything i should know before moving to socal! just trying to see what my potential situation is. i'm sick of the east coast, and i'd like to see what its like out there thanks in advance, mike

good luck, this place SUCKS for emissions.. Cops can pull you over for ANYTHING.. Including coilovers if your car is too low.. I still run catless though, have been for 2 years and havn't gotten a ticket yet (knock on wood)..

The California Vehicle Code is your friend
1) Yes, they can and will harass you at every opportunity and even invent a few. Your loud exhaust or anything else that makes your car stand out will not help. You can try to say that you're just visiting, but it won't work for long. I think you have to register in CA within like 10 days of moving here. 2) All smog devices do have to be in place. So while the guy may not know the diff between US and JDM motors, he can spot any missing emissions devices and nail you for them. There is also the sniffer to deal with, so I hope your car runs clean on the stock ECU. 3) You can basically do whatever you want suspension-wise as long as you maintain the minimum acceptable ground clearance (as described in the C.V.C.) i see some modified cars with JDM motors running around here... (passed smog)... all you have to have is someone you "know" in smog business. after that keep your exhaust to the quiet end as much as possible.

Pepperdine is a much better law school, look at the stats for grads who pass the bar the first time out. Since they are both private schools, I imagine they are expensive. Rents in San Diego are probably less, but if you rent in the San Fernando Valley, you can probably rent for less, and you get to commute the canyon roads to Malibu. You might consider Loyola as an alternative for law school in LA area, good program. I went to Hastings, in SF, a state school, way cheaper. Good luck, whatever you do.

cool guys, thanks for the info so far.
so even if i'm out of state they can still harass me? that sucks. my car sticks out a lot. guess there's a few things i have to work out with it. i said pepperdine as a stretch. that's where i want to go. if i get in there, i won't even hesitate . unfortunately my grades are way up, but my lsat score isn't all that great (150, taking it again this saturday... i was just never good with standardized tests ). i was looking at loyola, as well as hastings in sf (and golden gate). golden gate i think i would have no problem getting into. any more info is appreciated! thanks so far |

I'm wondering the same thing about CA emissions/visual inspection. I'm planning on moving to SF in '08.
I've currently got a catless 20G w/EWG '05 STi. I know I'll have to put a stock DP, probably ditch the EWG set up/install stock airbox and retune it to pass emissions but can I still run a big turbo and Perrin inlet? TIA... |
