Default Noisy power-steering?

Whenever I turn the wheel left or right I get a semi-high pitched noise coming fromt he steering rack area. I have fresh power steering fluid in as well. Any ideas on what is causing this and what I can do to fix this?

is it like a squeak? when was the last time you changed your belts?

Its not a squeak. Belts are fresh. When I turn the wheel I hear a distinct purging semi-high pitched noise. I did some research and found that I could possibly have air in the P/S lines. I have the P/S pump off so I'm sure thats the issue.
