Default Getting 3.5% Wastegate Duty Cycle at WOT and low boost

So I recently did all the mods listed below and I am working with a very good tuner who worked on the car in its stock form. We are currently working on the pump gas tune (93 octane) and scheduled for the dyno E85 tune on 11/8/21. We started to throw some boost at yesterday but it wont go past the wastegate spring rating 13.7psi. I thought maybe the EBCS was plumbed wrong but I double checked it, then I thought boost leak (ordered a tester), but what seems really strange to me is the WGDC is only hitting 3.53%. The WGDC leads me to believe there is another variable thats telling ECU to keep boost low. I have the logs but I'm not sure how to post them here. Any help would be greatly appreciated.



DAM looks good at 1, Baro at 13.2, AFR at 11.03 with wideband in the car too.

If it is tuning related, your tuner should be able to solve it. If not, he shouldn’t be tuning Subarus. There are only a few things that will disable boost control entirely, and only a few W/G related compensation tables.

Yeah its sounds like it was a Baro issue limiting the WGDC.
