Default SVX PS Pump Problems

Original PS pump, almost refuses to turn with the belt on startups. Causes lots of squeaking for about 30 sec before it loosens up and spins like normal. Will squeak when I turn the wheel until it warms up on the toad.

Things I did:
•System flush, fluid change and bleed, made no difference
•Rebuilt PS pump with all new seals/gaskets and bearing, made no difference

When I reinstalled the pump, I noticed what looks like a chip in the top hole of the case. Could air be getting in? Could metal shavings cause the pump to resist but eventually operate with the motion of the belt? Has anyone had a similar experience?

Things to note:
•A steel brush was used to remove flaked paint
• Inside of PS pump case was cleaned before reassembly
•Father believes metal erosion is present
•Top hole of case is where it meets with the reservoir, and between them sits an O-ring
•Steering rack appears to be healthy

Any tips, tricks, suggestions, ideas, questions, criticism or consolidation of any kind are much appreciated!

Did your rebuilt unit come with the pulley or did you have to transplant? Does the pulley/pump spin freely prior to install?

Sorry, I should have specified. I simply bought a gasket set and rebuilt it myself. I replaced the bearing, gasket, and every seal and O-ring, but I didn’t replace the pulley. It’s spins smoothly by hand but it can’t handle engine speed.
