Default another p1507 problem

Ok so here's the deal. My girl's car is a 99 Legacy auto. She was saying that the car was idling weird last Friday and sputtering. After I got home from work I pulled the codes and found P0420 (set long before the problem though) P0325, P1507 and P0505. When the car is started regardless of warm or cold starts it idles high around 1500 RPM, settles back down to around 1100 and jumps up 300 and down 300. When the car is in gear but holding the brakes in, the car idles fine...just a little high but the sporadic jumping is gone
I replaced the IAC and the car started fine, but idled high still but didn't start jumping...until it was given some throttle. Pulled the codes again and the only code thrown is P1507. If you let the car run, clear the code it revs up to around 1700, throws the code again and starts the jumping again around 1200 or 1100.
At this point I don't know what else it would be. The new IAC helped a little bit, but it's still the only code consistently being thrown.
She needs a new vacuum line on the IAC because its crcked a bit by the tip, but for diagnosing purposes I flipped it around so the end on the IAC was on the opposite end so the crack is away from where it would leak....still idles like crap.
I tried disconnecting the battery for an hour to reset the memory, nothing.

Anyone else have any idea how to fix this? Seems like every 1507 is something different each car

really? you swapped ends on a bad vacuum tube and expect different results? replace it with a known, good vacuum line and see if you get different results.

fix that and get back to us.

Ya it was just all I had at the time. I was looking for any subtle differences I could find. I tried getting one from my wrx but couldn't get a good line that wasn't bein used for coolant. Ill grab some lines from my work and post back

Haven't really had a chance to look at anything else yet, but does anyone know if the neutral safety switch would be causing this even though it's an auto?
