It appears as though the small windshields are to deflect air over the windshield and lightbar. It probably makes it possible to fly down wet highways (mmmmmm GT-R.......), without any water hitting the windshield, thus great visibility.

maybe..

any other ideas?

these cars themselves aren't expensive in Japan
