Default Damp Oil Pan

So i've noticed my oil pan is somewhat damp, before winter storage but i touch it and there is no sign of oil or anything. I checked it again (car is still in storage)

throughout the whole duration of the storage the oil pan remained the same (referring to picture)

Yes there's some surface rust on the pan

Is this normal?

Could this be a sign of failing oil pan? or oil pan gasket?
if so im planning to go with Killer B or another OEM but cleaner

Also just to add i live in a really cold part of canada during winter.

I spray it clean with parts/brake cleaner, wipe and re check in a few thousand miles.
