Default 04 jdm non-hid headlight problem

I thought this would simply be plug and play I didn't think this would turn into a **** show. I got a pair of no hid jdm wrx headlights and installed them. Looking at the plugs, the wires everything looks THE SAME. But my highbeams are slightly dim, my driver's side headlight actually works and my passenger side is dim? If I enable my highbeams they do what they should but it's like a running light when my headlights are on.

Why

What bulbs are in those JDM lamps?

Also, JDM lamps are clocked for RH drive and unless the reflectors have already been changed, you will effectively blind oncoming drivers as a result.

There are two factors that can cause the high-beam element to glow as you describe:
1) a bad ground
2) an incorrect bulb such as a 9004 in place of a 9007

I have h1 in low beams and 9005 in highs. But it shows my highbeams "always on" on my bash when I plug these in. The stock headlights had led ballasts wired on the stock low beam wires and the caps were missing and it had led headlights thrown in. They were in rough shape that's why I bought some of these.

But also if I plug the original ones in both headlights light, but once I turn on my high beams the passenger ballast shuts off and the high beam for that side doesn't come on.

ALSO if I just have the driver's side jdm headlight plugged it, it remains normal, if I plug the jdm headlight socket in the headlight still wont light but if I plug the passenger high beam in my highbeams both come on dim, the passenger headlight also comes on dim but driver's side stays the same.

I found the issue!

Blown RHL fuse and bad relay. Replaced and it's mint!
