Help: Problems with my new neibohors
Here's the situation:
A home was just sold 2 houses down from ours and the new owners have over 9 people living in the house. Its a small cape and we believe that the owners who live there are renting out rooms. Now there are 9 cars parking on my street which prior to this was always nice and clear of parked cars. This is a close knit community where everyone helps each other out. Most of the home owners have been living here for over 20 years. The family I bought my house from four years ago was here for 40 years and were very particular who they sold their house to. Currently I'm thinking that they have way too many people in the same house which would make it unsafe. I need info on fire codes and housing laws in Union County. I'm trying to find out what laws they may be breaking and short of moving I will take any reasonable suggestion under consideration. ugh, i know what new annoying neighbors are like. This family moved in 2 houses down from ours (my parents and I) and the same summer that they moved it, the 3 kids were outside throwing water balloons at cars that went by. we called the cops to scare them, the cop found the father asleep on the couch.
sorry, i dont know anything about housing laws or anything. maybe talk to your municipal officals to find out the info??? good luck |

Hmmm. I'm a little confused. The only problem you have is that they have a lot of people there and a lot of cars? Are they being loud? Or rowdy? Are they bringing "the wrong kind of people" into the area? I suppose if you can find a way to show there is a law about max occupancy or about renting rooms you might have a fight. But if all you are upset about is more cars on the street I can't see what you can really do about that. Don't they have the same right to move in and have cars as anyone else? Unless they are causing other problems to your street, I can't really see how you have any right to get involved in it so my advice is to just try to accept them and welcome them to the neighborhood.

first off my knowledge of the Nj housing laws in minimal so bear with me.
This is a single family home with mutiple unrealted people renting rooms. Its not a legal two family home. There has to be a limit to how many people can live in a house. They have close to 15 people in home that was designed for 6-8. They have people living in the basement and in NY a legal basement apt needs to have 2 exits which they do not. These are fire codes. In addition to that if the owner is recieving monies for rent that has to be reported to the IRS as income. I dont think they wrote on their mortage that they were going to have 15 people living in this home either. AS far as the cars on the street Its really an eye sore. Come on 1 house with 9 cars is silly. Now they started parking them across the street and down different blocks since we sent the houing inspector over there. Maybe I should buy a few beaters and park them in front of their house. Im not really sure how to go about this but the other homeowners on this street and across are getting pissed. |

This is not an issue for any County office. In NJ we have something called Home Rule that puts all the enforcement for this sorta thing on the local municipality. This is a local issue. You've got about 3 options here.
1) If they are renting any portion of the house they may be require to be REGISTERED LANDLORDS with the town. Many towns require a) landlords register before renting and, b) that a 'rental inspection' be conducted every time a unit turns over. Find out if your town has any ordinances/codes covering rental units. If they do, inquire about your neighbor and wether or not they reg'd. I'd start with the town clerks office and go from there. Depending on the size of your town, they may have a specific office that deals with this (Department of Inspections, Dept of Housing, etc.) Towns are REALLY motivated to crack down on this sorta thing, because it impacts the # of kids that attend public schools. I'll spare you the NJ-towns economic explanation, but lets just say that aspect of this problem may be your best shot. If you see any new 'renters' hanging around, call and see if they had their rental inspection. 2) Property maintenance code. At the encouragement of the state (read cash), more and more towns are adopting a property maintenance code. These codes vary from town to town, but their intent is to require homeowners to keep thier property clean and looking nice. I would get a copy of your local property maintenance code and file a formal complaint with the person at the town that is responsible for enforcing the code (there is usually a full or part time person assigned to enforcing property maintenance codes). Watch them like a hawk and know the code. 3) Occupancy... Figure out how many LEGAL bedrooms there are in the house and count the kids and adults. I don't know the age cut off, but kids of the same sex over the age of 5(?) cannot occupy the same bedroom. If your count suggests that they have illegal bedrooms, call the building department and ask them how to proceed. I think this type of thing falls under the Fire Inspector, but I'm not totally sure. If you really want to stir up the pot, go down to the construction office and have them pull the file on that house. When they bought the house, they may have been required to complete some repairs within a certain window of time. Alot of towns are really lax about the follow-up inspections for these types of things. So, for instance, if they were required to replace the electrical service as a condition of the sale, you can watch the calendar and 'urge' the follow-up inspection to be conducted when that repair period ends. If your lucky, the list will be long and they will not be able to afford the repairs. Also, the construction office file will show any permits that were pulled at the house. Again an area where some towns are lax about follow-up. If the homeowner pulled a permit and never called for the inspection, ask the building office to follow up. If you see them do ANY kinda major construction work (electrical, heating, framing, even insultation) they must have a permit displayed in the window. Again, call down to the construction office. What town is this in? My company works for a couple of Union County towns and I may be friendly with some of these officials I mentioned. PM me if you want to keep it on the DL. Edit: NJ has similar laws as NY about bedrooms in the basement. |

If I were you I would do just as grindmarc suggested.
I know what its like to have annoying and rude neighbors. That's when the law comes in handy. I have neighbors who moved in and the husband works for a plumbing company, so he liked to park his enormous amubulance sized truck in front of his house, not only causing a major eyesore to our nice street, but it was dangerous when pulling out of my driveway, blocking my view to oncoming cars. A little phone call to the township exposed the law of not allowing oversized vehicles to be parked after 10pm, so he has since made arrangements to park it elsewhere. You live there, its your call. I know how it pisses me off when new people come and stir the pot. |

you sure they LIVE at the house? cuz at my friends house in boonton only 5 people live at the house but at any given time they have atleast 5 parked cars and one in the garage being wrenched on.. Plus whoever decides to come by.. IS IT BEACUSE THEY ARE NEEGHROS!!!! |

over the last couple years, there have been about 5-6 new 2-famly houses built on my block...
I am the fourth house (2nd and 3rd recently became 2-family). The 1st house just started construction and the house across and to the right has been under construction for a few months. Plenty of cars on the street (that is why I have a driveway) sucks I know, but it is life |

here are my handy suggestions for when the law goes flacid...
one way - go buy some of whatever drug theyre cooking up in that basement. then flip out and break their windows. repeat later that day or the next. soon enough they wont wanna live there anymore. another way - get a hold of a really crappy bike, like really really ugly, with big nasty baskets on it and whatnot. then chain it to the telephone pole in front of their house. just leave it there. after some time goes by and someone gets rid of it start leaving shopping carts in their driveway. make pretend ur a bum and nobody will suspect foul play. maybe sometime - do a drive by lawn mowing with a tractor mower. one line should do the trick. n'ctrl has the right idea. eggs are awesome. |

Yup, throwing eggs and leaving crap in front of your neighbors home is very classy....
All this really just sounds like a "not in my backyard" thing. Check your town ordince. If this person is breaking them report them. It will probably take a few times, but if they are doing something illegal, they won't be for long. Violence and pranks are never the answer. They just make it harder for you to present your case to those in charge. |

Egg's and garbage, I dont think so
Last week we made a complaint with our Mayor and he sent a housing inspector to visit their house. The inspector didnt seem find anything illegal going on but It did seem to get my new neibohors attention. Right now there are only 2 cars in the street and much less traffic going into and out of the house. Hopefully they will keep the amount of people living in this house at or below the limit allowed by law. Were watching you |

do you know if the owner is living in the house?
My friends rent a house in Cherry hill. There are three of them (3 cars) and when ever there are a few people over there are more cars. I know this isn't the same thing but the a-hole across the street has taken up parking peoples cars in, but only if they are in front of his house. All I'm saying is that just cause there are a bunch of unrelated people in a house doesn't make it illegal. All of the suggestions are good but I personally would try finding out if the owner actually lives in the house. If not you might be able to get him to simply evict the people. If he knows that he's in for all of the above mentioned harrassment then he will be more likely to evict them. The more time he is forced to spend on the house the less money he makes. If you can force him to spend time with paper work, and convince him that they are destryoing his investment (poor upkeep, not cleaning, etc.etc.) then he will see no choice. Good luck, Jeremy |

THe owner of the house does live there, thats the problem. He told the inspector that the other people living in the house were family/related. I dont think the inspector asked for proof.
The problem is two fold 1- too many peole living in the house 2- renting out of rooms/Beds Im still looking into finding out about the laws that pertain to this. |

Wow you guys are funny. Can't offer any thoughts as it's their house and as long as nothing is illegal, there isn't much you can do. However I would suggest you move to one of those "private" communities where they have communistic rules set, like your house must be X-color, you cannot change your own oil in your driveway etc. which is very common in new "communityies/developments" This would surely solve the problem of having neighbors doing stuff you don't like as the "community" could change the rules to make it against the rules...
