Default Reattaching Loose Fender Flare

The factory fender flare for my rear passenger wheel well has started to come lose. It got hit with some plastic debris on the highway, which is probably where the problem started. From what I can tell, it looks like there are molded/built in tabs around the flare, and these tabs are sheared and broken off in at least three spots.

I was honestly thinking some double sided tape is probably the best course of action here, open to suggestions!

Put some body filler in the holes first. Don’t know if this is your daily, body filler in the holes and put the clips in with the body filler in the sheared holes. Very permanent solution but that isn’t going anywhere after.

Personally wouldn’t put tape anywhere on my car I worry about peeling clear coat.

Are the tabs on the flare itself sheared off? Or where the clips are on the body of the car? Got any pics? Just trying to envision what's exactly is broken

From what I can tell, the tabs are molded as part of the fender flare.

You can see the tabs in this image (not mine):

Is my next step to pull it off and try to replace the clips, stick some double sided sticky tape into the gap and stick the fender back on that way, or something else (perhaps I'm screwed either way and need a new fender flare)?

Imagine my frustration where I have avoided taping these back on with some nice 3M automotive tape... only to discover that the replacements are all adhesive based when mine finally ripped off.

tl;dr, if you're in this situation, just use adhesive to tape them back on.
