Question Boost Leak? low whp/wtq reading

Just got a protune and I feel like the powerband is a little off unless that is how it should be.

2004 subaru sti protune on 91 @ 22psi on a dyno dynamic.

Engine: what has been done to the car with 10k miles now
stage 2 block
manley pistons
h-beam rods
acl bearings
arp bolts
acl oil pump
killer b oil kit (pan/baffle/pickup)
machine head (clearance/pnp)
gsc beehive springs
gsc +1 valves
gsc s3 cams
valve stems
metal headgasket
TGV delete
ID1000 top feed
walbro 255
gtx3076r Stock location
tial 44mm ewg
invidia turbo back
EL headers
perrin big maf
perrin 3in inlet
perrin filter
colder plugs
omni 4bar
AP v3



Is it due to the stock location? Tuner said it max out on fuel. Not enough fuel? I feel like it has a boost leak somewhere. Did a boost leak test and didn't find anything within the engine bay. holds 22psi perfectly fine after 5500rpm lowering to 21 at 7600rpm.
