Default NJ Inspection: Emissions Tampering - need offical subaru cat?

So I just failed emissions for "tampering" with the emissions system. I have a rotated kit and it does have a cat on it.

The inspection station told me it has to be a official subaru cat for me to pass.

I haven't read anything like that on here yet, anyone have this problem? best way to proceed?

Without knowing the actual law, I can't say for certain, but it sounds unlikely.

What does the inspection report say?

It didn't say anything helpfull.

I got a sheet stating that everything passed except the tampering. And a pamphlet about getting my emissions fixed.

i passed np in my m3 in newark dmv, and the wrx in flemington. No issues.
M3 has resonated pipes instead of a cat in one section and I could see it clearly on the camera. guy had no problem with it
WRX has a catted perrin dp and an spt catback the rest of the way.

Which one did you go to? Try another station maybe

Fill out the ERF and state that the OEM cat was clogged and required replacement.

Take it to a private shop.

The emissions systems on cars have a warranty for x-miles or x-years, whichever come first. If the cat should go bad in that period the manufacturer must replace with new OEM part. If after that mileage or time period, and aftermarket cat can be used.

I bet that is why they are failing you.

I was once doing NJ inspections before they changed everything around.

Wait...they looked under your car? That is some crazy business. I would also like to know where you went so I never ever go there. They usually would stick the wand in the ass end, hook up an OBD2 reader and run it. I never saw mirrors underneath. I will even go as far to say that I used to have a POS Honda Civic Del Sol that was slammed to the ground with an absurd fart can exhaust, headers, huge aftermarket cat, and I NEVER had issues with it passing inspection.

What year is your car, was your exhaust "obnoxious," and does your rotated system have a visible cat? I mean, I know my Cobb DP looks completely devoid of a cat even though it has one. I was just wondering if yours was obvious or kindof streamlined.

Not sure about all, but most inspection stations have in ground video cameras and as they drive over them they can check out under the car.

Remember just because they "stopped" looking at the entire car, they can fail you if something should "pop-out" at them while they have the car there. Same as roadside inspections they do. With those they will look you over very well.

I am saddened. I never thought about the ground cameras and I am surprised that they let me through in the past.

I am now in a Forester and I am in the midst of changing out my exhaust for a Cobb DP, SPT Mid, and an axleback Maddad....I don't want no trouble :-/

Hey guys, so here is exactly what happened at the Randolph, Nj inspection station:

I give the first guy my papers, he checkes them and gives them back
He gets in my car and rolls over the first speed bump
He looks at the ground camera screen as he drives over the underside camera
Gets out and asks the guy how many cats a subaru has
Guy 2 answers 2
So Guy 1 tells guy 2 that I removed all my cats
I intervene and tell them I have a cat on the car and the second thing is a resonance chamber, not a cat.
Guy 2 gets in my car and rolls over the camera a couple times
Gets his boss
His boss is confused so he tells me that I don't have a subaru approved cat and exhaust system, he has to fail me.
The end

I have a SPT exhaust system, which is subaru approved and my cat is epa approved for everywhere except cali. I dunno if I should bring them the paperwork or if I should just go to a different station...

I looked up the law:

N.J.A.C. 4 13:20-43.8 section e states:

which was part of the original certified configuration for the motor vehcle, the motor vehicle shall fail inspection.
not sure where that leaves me but they make it sound like only OEM cats are allowed

I'm pretty sure that any cat tampering that is not OEM was deemed not legal federally. Not 100% sure but even when I stopped by a meineke, they have a sigh thag they will not remove or replace any cats unless they are being replaced with a oem one.

That is booty...straight up. I have a whole exhaust setup sitting in my garage waiting to be mounted. I don't want to break any laws and I thought that everything that I was buying was on the up and up.

They tried to fail me at the south brunswick/dayton dmv. I have a turbo xs stealth back. One of the guys had to go online and research it.. then they passed me.

Back in 2010 when I had my 03 WRX i went to DMV in Edison in with NO cats and had no problem passing. I don't know if something has changed since then but in your case you may get stuck putting on the stock downpipe to be able to pass.

When you get home swap it back. Its more work but it will get you a valid sticker.

I'd be all over that if I wasn't rotated with a pe5857. I'd have to change the whole exhaust system and reinstall the coolent resivoir, turbo inlet, and all that other stuff. the cost in gaskets alone would make it worthwhile to pay somone off

The newer cars are a bit more difficult, people often have a downpipe, TMIC, EBCS, maybe injectors and EWG - stuff that can't be on the car without a tune. You can't just swap the oem downpipe on, flash back to stock, and drive over to inspection anymore. Easier to find a private shop.

I am bumping this old thread, since I am new and can't make my own, without spamming random replies.

Anyway, I am in the same boat as this guy. I just failed for "tampering". I thought I was fine which is why I even went to DMV. I have an Nvidia N1 turbo back, with a catted DP.

Against my better judgment I listened to people and went to DMV. I have always just paid at a local shop. Anyway, so I go I'm waiting and it feels like it's taking way long, so I'm like crap something is up, after a few minutes the guy calls me over, says you don't have a cat on your car. I said wtf yes I do pop the hood and show him, he's like hmmm, calls the guy that said I have no cat over and shows him. He then tells me the car came with 2 cats I need 2 cats to pass. I have never heard this ever. No WRX with a turboback would ever get a pass. So even tho everything else passed. I failed for "tampering".

Does anyone have any advice for my next step? I was given report and some form for emissions repair. Would I be able to just take it to a private shop, or more lenient DMV with out having the repair form filled out? I also can't find anywhere info about stock number of cats mattering. All the verbiage is the cat or a cat must be on the car, which to me would indicate as long as 1 is present it is fine.

Sorry for the long winded post.

I was ALMOST in your exact situation last year. Guy stops after driving over the camera underneath and pops my hood, I'm thinking this is a fail waiting to happen great. He shines his flashlight in the engine looking all confused etc. I have Cobb catted DP FYI (at the time). He is about to fail me but calls his coworker over, who immediately says "WRX or STI?" (I told him WRX, but he was actually quizzing his coworker because get this.......he never heard of a WRX

Cool dude hops in car, drives over the camera and says, it's a performance catted pipe, just get the paperwork for it next time, he's fine. I still didn't know if I was passing. I didn't know paperwork would help. His coworker said be lucky that guy was here, I was going to fail you.

Take it private. Do you even get to go again in NJ at their DMV stations? I know they passed a new law that if you fail, you would not be able to go back for a free inspection at their station. You'd have to go pay private. Which is good and bad haha. Do you have a mechanic you know who does inspections you can trust? If I were in your shoes right now, I'd go to one of my mechanics who does inspections and even though he'd not pass me turning a blind eye, he would give me the best advice about how to go about it. Good luck, wish I knew someone I could PM you. If I find someone I will.

Yeah I'm pretty sure I just got the super by the book a hole.

I'm gonna go to s shop by my work tomorrow, see what they say. I think I'm gonna tell them I went with a none catted pipe so I failed and hope they only check for 1, not 2.

If I fail gonna probably buy a $50 cat on amazon, then take my downpipe off bring it to a fabricator, cuz they charge less usually, and have them cut and weld a 2nd cat, possibly gutted, but with EPA certification on the outside lol.

what county and what year wrx is the inspection station giving you a hard time about?

I am getting an aftermarket cat and hoping it will clear the CEL code on the 18th and bringing my car in on the 21st for inspection. I will let you know how it goes. I don't want to sink big money into my car at this point and just want to drive it for another 2 years before ditching it.

NJ is cracking down hardcore on vehicle emissions. I failed a few years ago with a catted Invidia DP. I explained to them it was catted and that I passed 2 previous inspections at the same facility prior. They told me its not stock and doesn't have the 2 cats as shown in the Subaru Cat diagram they gave me at the time that I failed. I currently work in Automotive Remarketing and both of our NJ locations have posted signs stating that tampering with catalytic converts and/or selling vehicles with anything other than stock could result in fines up to $30,000. I've since changed back to stock anyway bc my DP cat went bad...

Sorry for the late response. My WRX is a 2014, inspection station was Paramus, in Bergen county.

I passed by adding a 2nd cat. I went to numerous shops that basically wouldn't even look at the car, cuz it failed at the actual dmv facility. I went to a local Midas, had them weld a 2nd cat on, total cost was $500. Sucks but it passed.
