Default fresh swap p0031 after new o2 installation? help!

just finished my swap, everything seems pretty good... except..

p0031. and p0037, expect the 0037 cause the rear o2 is not present.

In troubleshooting the p0031 I have replaced the front o2 figuring that I damaged the old one installing the engine, the wires looked a little fubar'd

however the new o2 also is triggering the code.

with ECU explorer on car startup i can see lambda voltage, and heater current amperage UNTIL the MIL triggers (about 3 seconds), once it triggers the logger ceases to see any signals.

what the logger does not see is any resistance from the sensor.

any ideas on this one?
are there any fuses related to the front o2 that may be blown from the shortage? I checked the FSM and the diagrams are a bit over my head.

i appreciate any help you may have.

FSM looks like it suggests checking grounds at the ECM next..

Ok after some investigation tonite with a meter the voltage going FROM the ecu to the o2 sensor is rediculously high ~ 10v.

in ECUEXplorer i am getting 7amps for the a/f #1 heater current

I'm thinking that the old o2 sensor shorted out and maybe took part of the ecu with it? any input?

ALSO: i noticed I am only getting ~12 volts from the obd2 port while running. when off it drops to around 11, and ecuedit will not let me write.. could something awry in the ecu cause this? I have written to the ecu before with none of this drama..

thanks

I believe we traced the problem back to the B/R ground circuit having a break in it.

I just changed my o2 today and same problem. CEL light was off for a bit and then it threw the code. After reading a round for a few minutes I hear of some fuse that may be the problem but all of line look fine.
