Default 98 Legacy Turbo

I have a 98 Legacy Turbo with a 2.2 and 2.5 heads. The turbo is a TD05 16G and I have an Apexi AVC-R boost controller for it. I want to know what would be a safe boost/duty limit for it. My boost gauge is reading 13psi right now but the car still feels like it wants to keep going. What should i turn the boost up to?

Got a wideband?

Got a headset for listening for knock?

Got Engine management?

2.2 NA or Turbo pistons/block?

More info maybe?

i was gonna ask about em, and internals. I would just watch it to see what it does. Are you running e85, c16.
