Impreza GC8 wiper problem

i went out last night and my wipers were working fine. tonight i went out and turned on my wipers because it was snowing a bit and the passenger side wiper works fine, but the driver's side wiper comes about halfway up. its much slower than it used to be and because its slow and doesnt make it to where it should be the passenger wiper hits it, making an x formation. i checked the bolt holding the wiper arm on and it was tight. however, when i try to move the wipers by hand the passenger side arm is stiff and wont budge, and the driver's side one moves freely.

what do you guys think the issue is? i really hope its just something simple, but it has never done this before.

im going to give the dealer a call tomorrow and have them look at it, but i was really wondering if any of you have had this happen before.

Are you sure the nut is tight?
If it truely is, maybe remove the nut, pull the arm, lay a piece of thin cardboard on the tapered pin the arm mounts to and then reinstall the arm.

It is "possible" the hole in the arm is a bit big from getting stressed, and the cardboard will take up some of the slop.
