Default [Issue Found] Low Boost/ Under Boost

Under/Low boost Issues!
I've been pulling my hair out on this for about a month now! Lately my car has not been hitting target boost pressure by about 4 pounds and I cant figure out why! I have tried smoke test with an actual machine, not something I made. I tried replacing my boost solenoid and all my intake piping. I tried replacing my intake gaskets. I did however make my own pressure tester but im not sure i was doing the test properly. I made sure I'm using good gas. I even unplugged my boost solenoid vacuum line to let the wastegate go full boost and that was able to reach 18-19psi (ran it very briefly like that to avoid damage). I even ran tunes from 3 different tuners! I'm completely stuck now. My only inclination is that there is some leak I simply cannot find (which i doubt) or my wastegate is going out. Cobb says that some of the causes could be from loose coupler, aged turbo, clogged downpipe, failing wastegate, or torn vacuum lines. I recently put on a high flow exhaust and went stage 2 so I don't think that's the issue but I can check it. I've asked cobb about it and they weren't much help.
What's the proper name for this problem also?
Some people have told me it could be my wastegate actuator so im going to get a new one and see if it helps.

Turns out I had a pretty bad crack in the wastegate. Will make another post on that adventure!

Has the weather been cooler where you live lately? Depending on how cold, the tune will pull some boost to compensate for the denser air to keep proper AFR's.

Please stop wasting money on replacing random components.

Define "Target Boost" Is this the boost level you think it should be or are you actually monitoring target boost via the Access Port? A log that included Boost, Target Boost, Turbo Dynamics (Integral and Proportional) and DAM would be nice to have.

Believe me I would love to not waste money. When I can't find the solution that unfortunately ends up happening. The first link is a third gear pull from 2500 to red. the second link is 3rd to 5th.

I always monitor my boost. I was previously hitting around 18 to 19
