Well I ended up building a new motor with new cam gears and cams. But now on the new motor there's 200 miles and i through a p0018 code and it started running like crap and eventually staled and wont go now. So Ive been sick of trying to diagnose this problem and finally just sent it to Subaru dealer to see if they cant figure this problem out.
Im pretty sure the cams are still good, also replaced the left side OCV, all banjo bolts are new and lines where cleared during the build.

Ended up figuring out the problem and it was in fact the cam gear. If you've already checked your oil control valve and change your oil and filter to be sure there's no contaminants and you still have the problem then you might want to think about doing your cam gear also.

Didn't you say you had the cam gears replaced already when doing the 2nd rebuild? Did a brand new cam gear fail and you replaced it a 2nd time?
