Default Something on my hood that I can't get off

I've had my car for a few months now and when I bought the car there was what seemed like something was stained on the hood. Like it was mud that had been sitting on the car for awhile. I didn't think anything of it because I figured it would go away with a detail.

I took it to my local detail shop and when I picked the car up, whatever it was on the hood was still there, just layered over with wax. It almost looks like whatever it was had run off the car.

So I have a couple questions:
1. What is it exactly and,
2. How can I remove it.

Here are some pictures of what I'm talking about. Don't mind the black marks and scratches, those are from my iPhone's camera.

A cutting pad and a cutting polish should fix that

I guess they applied wax, I forgot to ask which was pretty stupid. But over the phone I was told that they wash and clay the car which is what I assumed would get it off.

I'd expect a clay bar to get a portion of it off, but a cutting pad and polish would do the trick for the rest. Maybe even be lucky and it'll be a two-step process too!

Products I use/recommend:
Average clay bar but I buy in bigger quantities from autogeek.net. Instead of "clay bar lubricant" I use a diluted soap/water combination (save $ and don't buy into the bs of marketing!) and it's what other professionals use too.
Menzerna products for cutting compounds and Lake Country Foam cutting pads on a Porter Cable orbital.
Then wolfgang sealant, it's lasted literal months for me in the past.

Ended up getting it off. I used vinegar to take off the wax and get to the paint, then Turtle Wax rubbing compound and it took it right off. Apparently the detailer did not clay/use rubbing compound before waxing it. I should ask for my money back, he did a pretty bad job. At least it's fixed now heh.

What kind of work did you hire him to do? If you're unhappy with the work get your money back and go to a competent detailer.

I hired him to do a full exterior detail, no use trying over spilled milk I guess.

Thats not very specific. Perhaps you should have gone over with him (or future professional) what exactly you want, and just not assume that he will know and do exactly what you expect. They should have also went over what was going to be involved with you if they were a competent professional.

I just figured something so obvious like that would get taken care of. The hood was polished so it would have been impossible not to see the water streaks. The detail included a wash, claybar, compound and polish.

I get hard water streaks by my scoop. Good waxing usually gets rid of them for me
