Absolutely, and yes you can cut away the pipe, just leave the converter and shell in tact.

Hey there,

Your 2013 stock up pipe will be catless. You will actually likely have luck if you list it up over on legacygt.com. The guys there with 05/06 cars often replace their catted up pipes with OEM catless pipes.

The mid/y pipe has a resonator, but no cat converter. If you are referring to the second piece of a full downpipe where the rear O2 sensor is, then there is a cat converter there.

I have an oem down pipe from 2014 wrx. Approx 3k miles on it.
