Question Which tire/wheel size for 90-94 legacy?

I'm not too fond of my 185/70 14 toyo tires. They work great in snow but absolutely suck a$$ on pavement. My freind's 99 rs has 205/55 16. Would those fit? Can I place newer stock 16s on my 1990 car? What do you guys/and gal think I should do to improve handling? I have a whiteline 18mm rear bar coming soon, so a good set of wheels and tires would be an added improvement. Since I drive dirt roads every week, would I be better off keeping my 14s and getting larger tires w/ higher load capacity? With heavier duty tires I could overinflate for control on roads and then just do a quick air release for when I go 4x4 right? Also, my car's speedo reads 40 mph at 35 mph! (I've checked it twice on two seperate roadside speed readouts) Is the tire diameter the problem? I'm sure this is killing my highway gas milage.
