I believe my car is experiencing a similar issue. My blower only works at speed 3, and makes a clicking noise at the other speeds. I also get a burning smell when I run the controller at any speed other than 3. Seems odd that fuse wouldn't be blown. There appears to be a critical flaw in the electrical systems. I did a quick search on the NHTSA website a saw few others reported similar issues.

![]() The fuse doesn't blow out because the current flow isn't high enough to blow out the fuse. The current is close to what it normally should be. The trouble is due to a bad connection with the terminals. Extra resistance due to the faulty connection and the current flow through that resistance causes heat to occur at that point. The results of that condition are pretty obvious.
