Default Turbo Sticking at 5psi Then Breaking Free to 12.5psi

Car is a bone stock jdm 2002 Forester XT with EJ205. This issue has been bugging me for a while, but it was all guesswork until now. I got a Turbosmart boost gauge and installed it coming off my recirc valve.

What's happening is most of the time it runs fine at 12.5psi, but every now and then it only boosts up to 5psi and no higher. If I give it heavy throttle, it's like the extra load makes it break free somehow. There's a short scratchy/grinding noise and the psi jumps from 5psi back to peak boost.

What is the noise? What is causing this? And what do I need to do to fix it?

if there is a scratchy noise it probably the fins hitting the sides of the housing. you might want to take the intake off and look at the turbo. and the way to fix it is to rebuild the center section or to just get a new turbo

Could also be worth looking at the wastegate itself, could be having trouble moving freely which would cause inconsistent boost.

I just watched it go from like 13psi down to 5psi. I felt the car tug a little, so it's like its jamming and causing resistance. Already got my hands on a TD04L, but now I'm looking at this company called Scapegoat Performance out of Vancouver. Anyone heard about them?
