Unidentified throttle body

My engine is almost back together and I came across a broken part and a missing part. I have asked all of my experienced contacts what this thing is with no luck. I tried looking up every search word I can think of on here and on google but because I don't know what it is called I am having a hard time. I am hoping you can help.
1) The broken part is bolted right to the bottom of the throttle body and it isn't the idle air control valve because on this model it is bolted to the intake manifold. It is circled in green in the photo below. What is it? Do I need it?
2) What connects to the empty bolt hole circled in red in the photo below? Do I need it?
