It may not apply to that vehicle. The EO No. is not required to have all the digits you should be fine.

STAR testing to 'start' January 2013. Nothing set in stone yet. Details once I receive facts.

Please keep us posted. Will there still be a visual inspection or will it just be a simple plug said tool into OBDII port and wait for green light saying it passed?

I sure will. Visual inspection will be a requirement, the functional will be a plug in to the vehicle's OBD2/CAN port verifying that no hard codes or incomplete monitors are present

My regular smog shop of the last 5 years closed down last year and I'm up for smog next month. I don't think my last shop ever performed a visual inspection, but I've always passed emissions. I feel like my Cobb catted dp, and maybe hta68 with stock heatshield may pose issues at some places. Anyone know of any friendly smog stations in northern OC/southern LA? PM would be appreciated.

Alright guys! The STAR program is now in affect, as of now nothing is different except for the name. It is "Test Only". Due to a limited amount of shops being certified rates have gone up to $80 for the inspection.

Ok, so AB2289 is in effect right? How is the testing procedure changed now? No sniffer?

For the moment the program/procedures have remained the same. All vehicles will require visual, functional and emissions testing in order to successfully complete and pass the inspection.

So everything is still the same as of now except what used to be called "test only" is now called STAR ?
Any word of the list of cars that will go straight to STAR instead of regular smog check? I read something about that on the gov website. If Subarus get this requirement, I may move out of CA. Frickin Hippie Lesbian Fagots!!! I've already lost a car to BAR inspection/ Ref ticket in '05. Engine swap = totaled even though it would pass emissions and all OBDII checks. They said I either had to replace my gas tank and pump with one that matched the engine (impossible) or I could convert everything back to stock (engine, transmission, etc., etc.). Would have cost more than the car was worth |

So if we want to sell a car, we have to pass an $80 STAR inspection now? The regular smog check won't work? Jesus H. I thought test-only inspection was for gross polluter owners who needed certified help/advise in making the repairs.
The way things are going, 10 years from now smog technicians will all be BAR referees. They might as well just go ahead and ban Autozone, NAPA etc. and take over the auto repair and parts markets as well. CA should just break free from the US to become a dictatorship and start actually raping it's citizens. |

Yes, change of ownership require Star however process vary by areas from $45-$70 for OBDII. In a technicians defense, consumers don't realize how much effort it takes for us to become Star certified and the risk that we take if we make the slightest mistake. I'm not saying that I agree with the law or regulations but would like the state to inform consumers prior to making such a drastic change. |

alright, this may sound like a really REALLY random question, but here it is any way. For older cars, mid 80's and even into the early 90's, are there CARB approved parts? I'd assume its a no, since the CARB program started after that time (I assume). So what happens if you were to buy a mildly modded car and try and take it to get smogged? Could you simply say these parts are to old? or would you have to source stock parts to pass a visual?
I'm not even going to bother with emissions, since that is passed by having a working cat. Sorry for the random question, but I've not really seen an answer. |

So is there any way to look up carb legal parts? And how in depth is the visual inspection? We had a visual in Va, but as long as there was nothing really out of order (eg rotated turbo, really blingy stuff, etc) you were ok. It sounds like here you could fail for a CAI that is not carb legal. |

Like most of the people here I have a disease (no not that type... you perv) I like to mod cars. I realize that removing a motor and putting in higher cams, and decking the heads and all that stuff is fun, but its not legal in any state I've lived in for a while. But as long as I pass smog, and they dont fail me because I put on an intake designed 20 years ago (for an older car) I'm cool with the laws. |
