is your excessive VE at low load around 2000-3000 rpm?

Mine seems to peak at 2500 low load.
Then 3000-4000 looks like low VE and then it starts to pick up..
This could be related to AVCS as it thats where they start to advance.

I was worried about removing the pulse dampers as well when I upgrade the fuel rails, so I also picked up a pair of the Radium ones that mount directly into their fuel rail. Super nice and compact.

looks very familiar
interesting to see if pulse dampeners will do anything, keep us posted

I have found that playing with injection end angle had more affect on this than altering the cams
Also, I had this spike back when the engine was stock with unmodified fuel system
