Default Misfired, CEL, fixed misfire, cleared CEL, failed smog...

Sorry for the crosspost, but I think this is the correct forum for this...

I failed the section where they check your MIL. The guy wouldn’t tell me what the issue was without paying 55 dollars, even though I told him I knew what the problem was… Basically it was 55 bucks or get out.

So I just bought a OBD II reader to pull the code myself for about 60 bucks. The car hasn’t had an opportunity to complete all of the OBD tests according to the reader, so I guess that was cause I had to pull the battery to reset the CEL from the misfiring. I’ve already been driving it for a few days now and it looks like there are a few test that are not completed yet.

Is there a procedure somewhere which tells you the conditions required for each test to be completed? I tried to look in the FSM but didn’t find anything…

I drove around for a few days/few hundred miles when the Forester had a rear O2 sensor fail right when it needed inspected/emissions (reset CEL w/battery disconnect also).

Few days/few hundred later, pass.

Alright then i'll just keep driving it for a bit and see if it'll complete those tests.

Thanks.

Even if your CEL is not on, you could have a "pending" trouble code that can be seen with an OBDII scan tool.

I have known many friends, coworkers, and family members that have failed emissions here in Connecticut simply because their CEL was on for a loose gas cap. I believe the shops a required to fail them even though they or the car's own could quickly fix the problem by tightening the gas cap. I also believe, even if you paid them to tighten your gas cap and clear the DTC so the CEL goes off, they have to charge you the State fee ($20) for an emissions re-test regardless.

We (connecticut residents) should be shot for electing such idiots into office. To think penalizing an old lady that doesn't have the strength in her arthritic hand to tighten her gas cap until it clicks is somehow going to save the environment. If raw fuel vapors are so harmful to the air we breathe, how come the EPA didn't penalize Subaru for not recalling our 02 WRX for the fuel line issues in cold weather?

Anyhow, I think the assumption is that if one shows up for emissions testing with their CEL on or even a pending trouble code (no CEL), then they are someone who does not properly maintain their vehicle and should thus fail emissions regardless of how trivial the code may be.
