Default '02 WRX 2.5l "hybrid" suggestions

I'm actually looking to buy an impreza and I stumbled upon one that had quite a few mods done to it already. I'm a little reticent to buy it, though, because I don't know much about conversions like this.

Here's the list of mods done. I would be VERY grateful if someone could offer some advice on whether this would be a good purchase or not.

Brand new 2.5l short block
-helix pistons
-helix rods
-acl race bearings
-I cant remember the exact compression ratio
-All Cosworth gaskets
~Motor only has 4K miles on it.~
2.0 Heads
- Completely rebuilt with all new parts
-valve job
-I have receipts for everything pertaining to the re-build
-Blouch 18g
-welded wastegate
-Tial ewg 38mm

hks blow off valve
Turbo xs top mount intercooler
Turbo xs 4" downpipe
3" RSR exhaust
-Brand new flywheel
-Stage 4 clutch (el)

Default Hybrid observations

You really need a trusted Subaru mechanic to evaluate this car. Do you know who tuned it?

Three things I noticed from your list:

1) Stg. 4 clutch-these are a bitch on the street in a daily driver?
2) Rebuilt 2.0 heads-there is no mention of them being given the CNC treatment such as EQ Tuning. This could cause the engine to be more difficult to tune and not be able to run as much timing. Therefore less power and efficiency.
3) Blow-off valve: sell it and get a stock one.
