Default rust around lug nuts

I have developed an issue with my '08 sti bbs wheels. I have rust on the metal ring where the lug nuts seat the wheels. I had been using p21s wheel cleaner up until last year when I switched to sonax, not sure if this had anything to do with it? Anyway, I pulled the wheels off and spent a few hours yesterday with lime away and removed all of the rust, unfortunately, today I noticed that the rust is starting to return already. Does anyone have any suggestions on how to fix this?

i put a small amount of anti sieze on my lug threads...a small bit on the seat surface will mean no rust.

Its a steel insert. Steel rusts.

You can try to shoot it with Clear, but the lug will just wear away the clear anyway.

According to Subaru, that's a no no.

I may give that a shot. There must have been something on there from the factory as they did not rust for the first few years. They look fine in the pic's above as I had just cleaned them the day before. When the inserts are fully rusted the wheels look pretty bad.

There was something on there from the factory... clearcoat
