Default Intercooler Elbow Hoseclamp Bracket?!

I took my 09 STi's intercooler off today (trying to check the knock sensor).

Anyways, while disassembling it, this little bracket on the elbow fell off (turbo side). It seems like one side of it was wedged into one of the layers of the elbow itself with two eyelets on the other side exposed.

(1) is that normal, did it damage the elbow?

(2) what's the purpose of this thing so I can put it back on properly?

The bracket is just a guide for the hose clamp since it's a tough place to reach. If the hose is intact, it isn't worth spending $600+ for a new elbow from Subaru.

Yes... they really cost this much.
