Does anybody know where to get Canadian Service Bulletins?

I'm looking for a Service Bulletin that covers a coolant leak through the head gasket on my '02 Impreza. I think the Service Bulletin is WWP-99. The only one I've seen is from Subaru America.

I may have the hard copy - the one Subaru of Canada sent me. I have an 01 Forester with an external head gasket leak on the driver's side. Had my local dealer put in the conditioner last Feb when it was diagnosed with an external leak. Subaru will pay for parts and I have to pay for labour ~ $1000. Its starting to leak really bad now that its -20 C ish out.
