Impreza Outback Sport - how to change fogligt bulbs?

I've done some searches, and it seems to me like most of the folks on these forums have a WRX or STI. Ive read the threads about replacing the foglight bulbs, and it all makes sense, but on the OBS there are large plastic shields covering the areas where the bulbs are.

Any ideas on how to remove these? There are no screws and they seem to be clipped in place, but I don't want to damage anything. Can I access the bulbs by popping off the foglight cover on the bumper? I've done this but can't see any way to change the bulbs.

I have a blown out bulb and would love to change this by myself if possible
